This new permanent institute of ICMR has been commenced with the main objective of developing a
national research database on cancer diabetes. CVD and stroke through recent advances in electronic
information technology with a national collaborative network, so as to undertake aetiological,
epidemiological, clinical and control research in these areas. The creation of this new centre is against
the background of the work done under the National Cancer Registry Programme (NCRP) and the
specific research activities that have gone into it since the commencement of the programme in 1982.
The entire activity of the NCRP and the projects under it has been directed, monitored and executed by
the Coordinating Unit of the NCRP located at Bangalore. This coordinating unit itself which is now located
in a new ICMR premises will become the fulcrum of the NCDIR.
Over the years, the cancer registries have provided valuable internationally accepted scientific data on
the incidence and patterns of cancer in these registry areas. This has helped to estimate the magnitude of
the problem, identify priorities in cancer control, highlighted country and area specific topics for research
and pointed out critical questions in clinical patient care in Indian settings. The cancer atlas project that
was carried out under this programme while bringing into sharp focus the entirely different magnitude and
pattern of cancer in the North East gave insights into the power and potential of the tool of Electronic
Information Technology. The same principles that have gone into establishing the cancer research
database will be helpful for setting research databases in Diabetes, Cardiovascular Diseases and Stroke.
However, all processes require in-depth analysis in the context of needs versus available tools with scope
for easy change. Information Technology that includes electronic capture of data verification
analysis and online reporting Involves extensive development of software application
programmes and networking. This activity would constitute a major portion of the work to be
undertaken by the new centre. Further information of the NCRP and the Mission/Function Statements

(1) Scientist ‘D’ (Medical) (1 Post - UR) -in the Pay Band-3 of Rs. 15600-39100 + Grade Pay of Rs.
7600: Essential qualifications:(i) MBBS or equivalent degree recognized by MCI from a recognized
University. (ii) Eight years R&D/teaching experience in Medicine/Surgery/P&SM, Pathology/Radiotherapy
or equivalent in recognized institute(s) after obtaining essential qualifications (i) out of which at least 2
years in a managerial position to handle R & D Projects in a team effectively in a directing capacity.
Desirable qualifications: (i) MD/MS in (Medicine/Surgery/P&SM, Pathology/ Radiotherapy) from a
recognized University or MBBS with Master in Epidemiology/PH. (ii) Additional Post Doctoral
Research/teaching experience in the relevant subjects in recognized institute(s). (iii) Knowledge of
Computer Applications. Job requirements: To assist in developing and conducting programmes for
research and training on different aspects of Cancer, CVD, Diabetes and Stroke along with other
scientists in conducting research in thrust areas. The incumbent is expected to provide guidance on
various medical aspects to the team of software programmers and statisticians for developing software
applications programmes for generating scientific information and reports. The candidate is also expected
to have a good knowledge on the application of epidemiological tools and patterns of patient care in
control of Cancer, CVD, Diabetes and Stroke.
(2) Scientist ‘D’ (Programmer) (1 Post-UR)-in the Pay Band-3 of Rs. 15600-39100 + Grade Pay of
Rs. 7600: Essential qualifications: (i) B.E./B.Tech or equivalent Degree in Electronics/ Computer
Science/ Information Technology/Information Science from a recognized University. OR 1st
Class
Master’s Degree in Electronics/Computer Science/Information Technology/Information Science/MCA &
M.Phil or equivalent degree from a recognized University. OR possessing DOEACC ‘B’ level certificate.
OR 2nd
Class Master’s Degree in the abovementioned subjects + Ph.D. degree in relevant subject from a recognized University. (ii) Eight years R &D/teaching experience (specially in disease informaties)
including exposure to programming or project management in Electronics/ Computer Science/Information
Technology/Information Science after obtaining essential qualifications (i) out of which at least 2 years is
in a managerial/supervising/directing capacity to handle R&D projects in a team effectively in a directing
capacity after obtaining essential qualification. (i). Desirable qualifications: (i) M.Tech Degree in related
science or engineering subject or Ph.D. in the Electronics/Computer Science/Information
Technology/Information Science from a recognized University for candidates with first class relevant
degree. (ii) Additional Post Doctoral Research/Teaching experience in system administration and
hardware & networking subjects in recognized institute(s); (iii) Skills in disease database management
such as Data Capture, Data Mining, Data warehousing and standardizing of archival data. Experience in
handling huge and multiple database. (iv) Knowledge of Computer Applications (SQL Server, ASP. NET
Programming, VB.NET) with knowledge of Crystal Reports, data processing, compilation etc. Specific use
of software packages relating to Cancer Registries will be an added advantage. Job requirements: To
set Project goals, planning, scheduling and designing as part of software development life cycle. The
incumbent will lead the software development team in developing software application programmes for
data capture, checking, processing, analysis and reporting. Understanding and analyzing requirements
and translating them into Software Requirement Specification would be a major task. Trouble shooting,
monitoring and overall responsibility for software development activity and data base management will
rest with this person. Training and guiding the junior software programmers and coordinating with the
centres from where data is being received would be an additional activity. He/She will have to assist the
Director and other senior scientists to strategically plan the major software outputs on different aspects of
Cancer, CVD, Diabetes and Stroke towards conducting research in these areas.
(3) Scientist ‘C’ (Medical) (1 Post - UR) - in the Pay Band-3 of Pay scale of Rs, 15600-39100 + Grade
Pay of Rs. 6600: Essential qualifications: (i) MBBS or equivalent degree by MCI from a recognized
University. (ii) Four years research/teaching experience in Medicine/Surgery/P&SM, Pathology/
Radiotherapy (or equivalent) after obtaining essential qualifications. (i). Desirable qualifications: (i)
MD/MS in Medicine/Surgery/Pathology/Radiotherapy/P&SM or equivalent from a recognized University
for candidates with first class relevant degree. (ii) Additional Post Doctoral Research/teaching experience
in the relevant subjects in recognized institute(s). (iii) Knowledge of Computer Applications. Job
requirements: To assist in developing and conducting programmes for research and training on different
aspects of Cancer, CVD, Diabetes and Stroke. The incumbent is expected to provide guidance on various
medical aspects to the team of software programmers and statisticians for developing software
applications programmes for generating scientific information.
(4) Scientist ‘C’ (Programmer) (1 Post - UR) - in the Pay Band-3 of Rs. 15600-39100 + Grade Pay of
Rs. 6600: Essential qualifications: (i) B.E/B.Tech or equivalent degree from a recognized University in
Electronics/ Computer Science/Information Technology/Information Science OR possessing DOEACC ‘B’
level certificate with 2 years experience. OR First Class Master’s or equivalent Degree in
Electronics/Computer Science/Information Technology/ Information Science/MCA & M.Phil from a
recognized University. OR 2nd
Class Master’s or equivalent Degree in abovementioned subjects + Ph.D.
Degree in relevant subject from a recognized University. (ii) Four years R&D/teaching experience in
Electronics/Computer Science/Information Technology/Information Science/Computer Application after
obtaining essential qualifications. (i). Desirable qualifications: (i) Doctorate or M.Tech Degree in
Electronics/Computer Science/Information Technology/Information Science/Computer Application from a
recognized University for candidates with first class relevant degree. (ii) Additional Post Doctoral
Research/teaching experience in the relevant subjects in recognized institute(s). (iii) Knowledge of
Computer Applications. Job requirements: To assist the senior software programmer, in all aspects of
software development. This includes setting project goals, planning, scheduling and designing as part of
software development life cycle etc. To assist leading the software development team in developing
software application programmes for data capture, checking, processing, analysis and reporting.
Managing all centres data for different years, maintaining the same with periodic backups, database
capacity planning, tuning and performance monitoring will be some of the major responsibilities. The
incumbent will train and guide the junior software programmers in accomplishing the assigned tasks.
He/She will have to assist the Director and other senior scientists to strategically plan the major software
outputs on different aspects of Cancer. CVD Diabetes and Stroke towards conducting research in these
areas. (5) Scientist ‘C’ (Statistics) 1 Post - UR) - in the Pay Band-3 of Rs. 15600-39100 + Grade Pay of
Rs.6600: Essential qualifications: (i) First Class Master’s Degree in Statistics with spl. in Medical
Statistics/Bio-Statistics or equivalent from a recognized University. OR 2nd
Class Master’s Degree in
Statistics with spl. + Ph.D. degree in relevant subject from a recognized University. (ii) Four years
research/teaching experience in the subjects related to health research after obtaining essential
qualifications. (i). Desirable qualifications:(i) Doctorate Degree in Statistics/Bio-Statistics from a
recognized University for candidates with first class relevant degree. (ii) Additional Post Doctoral
Research/Teaching experience in Bio-Statistics in recognized institute(s) with publications in peer
reviewed international journals. (iii) Knowledge of Statistical related computer software like SPSS, EPIINFO, EPI-STAT & application packages like MS-Office, Fox Pro. Familiarity with other programmes like
VB, Crystal Reports, SQL Server, Oracle, ASP Programming/Java Script will be an advantage. Job
requirements: To contribute to software development and statistical methodologies and participate in
evaluation of on-going research programme. To develop programmes for research and training, plan and
undertake research on different aspects of Cancer. CVD. Diabetes and Stroke and to assist the Director
and to work with other scientists in conducting research in thrust areas and any other duties as assigned
by the Director of the Centre.
(6) Scientist ‘B’ (Medical) (2 Posts) (1 Post - UR and 1 Post - OBC)- in the Pay Band-3 of Rs. 15600-
39100 + Grade Pay of Rs.5400: Essential qualifications: MBBS Degree recognized by MCI from a
recognized University. Desirable qualifications: (i) MD/MS Degree in Medicine/Surgery/P&SM,
Pathology/Radiotherapy/Biochemistry/Pharmacology from a recognized University. (ii) Additional Post
Doctoral Research/teaching experience in the relevant subjects in recognized institute(s). (iii) Knowledge
of Computer Applications. Job requirements: To develop programmes for research and training, plan &
undertake research on different aspects of Cancer, CVD, Diabetes & Stroke and to assist the Director
and to work with other scientists in conducting research in thrust areas.
(7) Scientist ‘B’ (Programmer) (2 Posts - UR) - in the Pay Band-3 of Rs. 15600-39100 + Grade Pay of
Rs.5400: Essential qualifications: B.E./B.Tech or equivalent Degree in Electronics/Computer
Science/Information Technology/Information Science from a recognized University OR possessing
DOEACC ‘B’ level certificate with 2 years experience in the relevant area. OR First Class Master’s or
equivalent Degree in Electronics/Computer Science/ Information Technology/Information Science/MCA &
M.Phil from a recognized University. OR 2nd
Class Master’s or equivalent Degree in Electronics/Computer
Science/Information Technology/Information Science/ MCA & M Phil subjects + Ph.D. degree in relevant
area from a recognized University. Desirable qualifications: (i) Doctorate or M.Tech Degree in
Electronics/Computer Science/Information Technology/Information Science/ Computer Applications from
a recognized University for candidates with first class relevant degree. (ii) Additional Post Doctoral
Research/teaching experience in system administrative and Hardware & networking. (iii) Knowledge of
Computer Applications (SQL Server, ASP.NET Programming, VB.NET with knowledge of Crystal
Reports, Data processing, compilation etc.). Specific use of software packages relating to Cancer
Registries will be an added advantage. Job requirements: To develop software application programmes
for disease data capture, checking, processing, analysis and reporting under the guidance of the senior
software programmers. The incumbent will have to assist other senior scientists to develop outputs on
different aspects of Cancer, CVD, Diabetes and Stroke towards conducting research in these areas.
(8) Scientist ‘B’ (Statistics) 1 Post - UR) - in the Pay Band-3 of Rs. 15600-39100 + Grade Pay of
Rs.5400: Essential qualifications: First Class Master’s or equivalent Degree in Statistics/Bio-Statistics
with spl. in Medical/ Bio-Statistics from a recognized University. OR 2nd
Class Master’s degree in
Statistics/Bio-Statistics + Ph.D. degree in relevant subject from a recognized University. Desirable
qualifications: (i) Doctorate Degree in Statistics/Bio-Statistics from a recognized University for
candidates with first class relevant degree. (ii) Additional Post Doctoral Research/teaching experience in
relevant subjects in recognized institute(s). (iii) Knowledge of statistical related computer software like
SPSS, EPI-INFO, EPI-STAT & application packages like MS-Office, Fox-Pro. Familiarity with other
programmes like VB, Crystal Reports, SQL Server, Oracle, ASP Programming/Java Script will be an
advantage. Job requirements: To work under the guidance of senior Statistician and assist other
scientists in data analysis using modern medical statistical tools, and to strengthen on-going research
programmes in the area of expanding cancer research activities.
Age limit: Not exceeding 45 years for Scientist-D, 40 years for Scientist-C and 35 years for Scientist-B.
Relaxable upto 5 years for Government servants and SC/ST/OBC candidates in accordance with the
instructions issued by the Department of Personnel and Training from time to time in this regard. However, the prescribed age may be relaxed in exceptional cases for experienced and qualified
candidates. One time age relaxation is also allowed to Scientific and Technical staff working in long term
projects in ICMR Institutes/Centres for posts advertised under HRSC, 2007 provided they meet essential
qualifications and experience for the post with a view to provide them opportunity to compete with other
candidates as per Council’s letter No. 6/1/2007-Admn.II dated 28.3.2011.
General Relaxation Clause: Age, qualification and experience will be relaxable in deserving cases as
mentioned in the Recruitment Rules of Health Research Scientists cadre of ICMR, 2007. Allowances as
per Central Government Rules are admissible on the above pay scale. Benefits of new restructured
Defined Contributory Pension system are admissible as per provision contained in the Ministry of
Finance, Department of Economic Affairs (ECB & PR Division), Notification No. 5/7/2003-ECB & PR
dated 22-12-2003 effective from 1-1-2004. Private practice is not allowed, however, non-practicing
allowance (NPA) is admissible to medical graduates only as per rules of the Council. Candidates called
for interview for the post of Scientist - D will be paid 1st class rail fare and candidates called for interview
for the post of Scientist - C and
Scientist - B will be paid IInd class rail fare by the shortest route on production of documents.
Applications from employees working in Central/State Govt. Departments/Public Sector Undertakings and
Govt. funded research agencies must be forwarded through proper channel. Advance copies of
applications will be considered subject to the conditions that a “No Objection Certificate” from the
employer is produced at the time of personal discussion. Application received after the closing date will
not be considered. Candidates called for personal discussion/interview have the option to answer in Hindi
also.

Application forms duly completed in all respects and signed by the applicant should be sent on the
abovementioned address and should reach the centre on or before the closing date along with attested
copies of the certificates in support of date of birth, educational qualification, experience etc. and a
crossed Indian Postal Order (IPO) for Rs. 100/- (Rupees One hundred only) payable to the Director-inCharge, NCDIR, Bangalore. The envelope containing applications should be superscribed Application for
the post of “_____________” Candidates applying for more than one post should give separate
applications (with prescribed postal order) for each of the posts applied. The SC/ST and physically
handicapped candidates (PH) are exempted from the application fee payable in form of IPO. IPOs are
payable by all other candidates including ICMR employees. Incomplete/late applications or application
without Postal Orders will not be entertained. Application received after the closing date for whatever

NOTE: (1) Ph.D. or MD degree in subjects relevant to Indian Council of Medical Research shall be
treated equivalent to three years experience respectively. 2) Candidates with MD or Ph.D. or M.Tech
degree will be preferred for direct recruitment. 3) If no suitable candidate is found at Scientist ‘D’ level or
Scientist ‘C’ level, the post can be filled up at one level below i.e. Scientist ‘C’ or Scientist ‘B’ level
